Why is red paint so expensive?

Actually...

According to the official artwork, the red parts from the Flutter are actually orange and the lighter parts are yellow.

Also, I doubt Roll's clothes needed actual paint. I mean, painting clothes? They might had as well painted Data red.

Red is no expensive, I believe Tron had the intention to give every servbot their own color, that would be expensive.

Then I guess orange and yellow are 50% cheaper than red but most expensive than blue and green.

Pirate red or not it's still red, people like us the carbons who live in misery, don't have the money to spend in real red, so we have to make our red or buy fake red to paint red every of our unfulfilled dreams to see a new redish future, YES RED!!!!

Basically EVERYONE are carbons. (With very few exceptions.)

I tripped while walking up the stairs once. That red spot on the wall isn't paint.

Considering the fact that there are 41 servbots for Tron to paint their head-parts might play in the part. Or, it could be that whatever they use for the dye might be quite rare compared to the others.
